Clemens Ziegler has broad experience in German and EU competition law, EU State aid law, energy and environmental law, and general EU law. Clemens assists clients, for instance, in relation to merger control (if needed also regarding Foreign Direct Investment (FDI) control), cartel investigations (including atypical cartels), abuse of dominance cases, and vertical issues (e.g., distribution systems or technology transfer), or with the development and implementation of compliance and training programs.

 

In the area of EU State aid law, Clemens handles State aid complaints before the European Commission, and he assists with challenging Commission State aid decisions. Clemens has litigation experience both in the European and German courts.

 

Clemens offers advice in the fields of energy and environmental law, e.g., in the electricity sector (demand response) and in renewable energies for the transport sector. Clemens has experience with EU fisheries law.

 

In addition to being active as external counsel, Clemens’ experience also includes periods of in-house legal advice. Clemens has been recognized by Who’s Who Legal (now Lexology) from 2018 to 2024 as a ‘future leader’ in competition and as a ‘recommended lawyer’ in competition (2025).

 

Clemens’ native language is German; he is fully professionally proficient in English and Italian, fluent in French, and has a basic knowledge of Spanish and Dutch. Clemens is a member of the bars of Frankfurt (Main), Germany, the State of New York (USA), and of Brussels (French-speaking section – E-List).
